| 内容記述 | 社会保障は、雇用されない者や何らかのハンディを負った者への生活の保障など、市場原理では解決することのできない問題への取り組みが制度構築の大きな契機となり、現在では多くの国や地域において公益を達成するための重要な柱の一つとなっている。しかし、その社会保障の分野においても、そもそも強制的な社会連帯システムを何故維持すべきなのかという問いは十分につめられているとはいえず、社会保障の公益性について改めて考究することが必要とされている。本稿では、一貫して税方式によりあらゆる社会構成員の最低生活保障を実現してきたニュージーランドの社会保障の内容と特徴を明らかにし、社会保障と公益について考察することを目的としている。 Although a general consent on social security as a system essential for the public good has been made in most industrialized countries, we are still experiencing the weakness of its basis; often social security schemes are easily retrenched by economic and financial pressures. This paper examines the purpose and role of social security from a Koeki point of view, through studies on tax-based New Zealand social security system. The study centers on the characteristics of 1938 Social Security Act and the treatment of women in social security since 1938. This paper is implied to be an introduction to further research on social security and Koeki. | |||||
